What are the restrictions on selling football tickets on eBay?

I have become interested in purchasing season football tickets (NCAA) and then reselling the ones I don't care to attend. I know there are laws against scalping, yet it seems that people are selling for whatever price they want on eBay. I'm not so much wondering if this is a good business, but what laws must I follow in selling these tickets? For example, if I buy 2 USC gamecocks season tickets for $1000, can I then choose any price to sell the tickets I don't want or do I have to sell them for what the University sells them for? You cant sell tickets to a venue in the state you are located in for anything over the cost. So if you live in NY you can sell NJ Devils tickets for any amount, but you cannot sell Ranger tickets for anything over the cost. Hopefully that makes sense.
